keeping 1 is priority and are decks i plan to collect in the near (or not so near) future. i will only trade cards from those away if you give me your first born (or are a friend).
keeping 2 are decks i think i might collect at some point. i'll always accept these cards as well and if you trade me for collecting i'll also trade them away.
